Call for Tenders: European Data Market Study 2027–2028

The study will build on data collected since 2014 and support evidence-based policymaking by monitoring key trends, measuring progress towards EU digital policy objectives, and analysing how data and AI contribute to innovation, competitiveness and Europe's strategic autonomy.

The study will also:

  • monitor the size, growth and value of the EU data market and the wider data economy
  • track key indicators, including data companies, data professionals, skills, revenues, data flows and data maturity
  • assess the role of common European data spaces in enabling data sharing and AI innovation
  • produce quantitative analyses highlighting emerging trends and policy-relevant developments
  • provide evidence at both EU and Member State level, while benchmarking Europe's performance against other leading global data economies.

The findings will support the implementation of the EU Digital Strategy, the Digital Decade Policy Programme and the Data Union Strategy, helping policymakers better understand the socio-economic impacts of data and AI and identify opportunities to strengthen Europe's standing in the global data economy.

This is an opportunity for organisations with expertise in the socio-economic analysis of data markets and their trends, EU data policies and communities, as well as the legal, economic and technical aspects of digital economy services and products, especially in the EU data market and data economy.
