
























This targeted consultation is part of a study procured by the European commission with the title "Development of a study to measure and foster energy efficient and low emission artificial intelligence (AI) in the EU".
Responses to this consultation will help refine the study and contribute to a measurement framework for the energy-related objectives of the AI Act and support the design of a potential AI energy and emission label.
The survey targets companies (ranging from start-ups and SMEs to large enterprises) and other organisations that develop and deploy general-purpose AI (GPAI) models or AI systems, as well as their component and service suppliers.
The rapid growth of artificial intelligence is placing increasing demands on energy resources, raising significant concerns about its environmental footprint. The AI Act, introduces provisions concerning energy consumption and transparency. Providers of GPAI models are required to document the known or estimated energy consumption of their models as part of their technical documentation obligations under Annex XI of the AI Act.
Obtaining a comprehensive picture of the energy efficiency and carbon footprint of AI models and systems requires collecting data across multiple layers of the AI lifecycle, including regarding computational resources, electricity consumption, and hardware details.
The consultation seeks input on the accessibility of data required to assess the energy consumption of AI models and systems during both the development (training) and operational (inference) stages, as well as on the suitability of different AI performance indicators. The ultimate goal is to develop a robust and practical industry-informed framework for measuring AI energy consumption and efficiency.
Stakeholders can express interest in taking part in this targeted consultation until 25 May. Following validation, all registered participants will automatically receive an anonymous online questionnaire to complete until June 1. (These deadlines were extended from the original dates: May 10 and may 25 respectivelly.) For transparency, you can download the consultation questions below.
To ensure a fair and transparent process, only responses received through the online questionnaire will be considered and reflected in the final summary report. The AI Office will publish a summary of the results of the consultation. Results will be based on aggregated data and respondents will not be directly quoted.
