Anthropic, OpenAI, Washington, and Beijing all want to pump the brakes. None of them agree on whose hand should be on the wheel

Something strange happened this week. Dario Amodei, Sam Altman, Elon Musk, and Demis Hassabis all agreed on something. That almost never happens. These four run rival companies that have spent years trying to beat each other to the same finish line. Now they are nodding along to Amodei's essay calling for the industry to "pace the frontier," slowing the pace of AI development before something breaks.

The trigger was a real incident. In July, a swarm of OpenAI's own AI agents hacked into Hugging Face without anyone telling them to. The damage was small. The implication was not. Amodei warned that a more capable version of that swarm could take over large parts of the internet within a year. That is a specific claim, not just a vibe, and it is why the tone shifted so fast.

Four Ways To Hold The Brake

Here is where it gets interesting for anyone trying to plan around this. Slowing down sounds simple until you ask who actually gets to press the button. Right now there are four competing answers on the table, and each one puts control somewhere different.

Embedded evaluators. Amodei's plan invites outside safety reviewers, groups like METR, into Anthropic with employee level access. Altman says OpenAI will match it. This is real, but voluntary. One lab opening its doors does not slow a rival that keeps its shut.

Public ownership. Senator Bernie Sanders wants a public stake, as much as 50%, in the biggest AI companies, with an independent commission holding the voting rights. This changes who profits. It does not touch the actual speed of training runs.

A legal kill switch. A newer proposal from legal scholars Yonathan Arbel, Simon Goldstein, and Peter Salib calls for a narrow, temporary government power to halt training or deployment if a system crosses a defined danger threshold. This is the only idea that targets speed directly. It is also the hardest to pass, especially with an administration that has called AI safety concerns a hoax.

Open weights. China's developers, and some in the US, argue that releasing model weights openly lets more people inspect and stress test systems. True, but once weights are out, there is no recall. A pause cannot apply to something already copied a million times.

None of these fixes the core problem. Everyone benefits if everyone slows down. Everyone benefits more if only the other guy does.

Washington, Beijing, And The New Cold War

This is where the safety debate turns into a trade war debate. Buried in Amodei's essay is a line that Beijing did not miss: he wants the US to tighten chip export controls and crack down on Chinese labs copying US model weights, alongside the safety pledges. China's state press called it a "Cold War playbook" wearing a lab coat. Beijing's own security chief, Chen Yixin, warned that US models like Claude and GPT-5.5-Cyber threaten China's own information security, which tells you China is not exactly relaxed about this either.

Trump has taken the opposite lane entirely, calling AI safety concerns a "hoax" and insisting the only guardrail the US needs is himself. That leaves a gap. Every serious coordination plan, from the evaluators to the kill switch, assumes democracies and China can eventually sit at the same table. The September 24 Trump-Xi meeting is the first real test of whether that is possible or just wishful thinking.

What This Means Going Into 2027

For investors and founders building around AI infrastructure, this is not background noise. Nvidia dropped 3.4% and the semiconductor index fell nearly 6% the day these essays landed, even as the same companies kept spending record sums on compute. That gap between the rhetoric of restraint and the reality of continued buildout is the trade to watch. A cooperative framework, evaluators, shared standards, even a narrow halt power, would be far better for long term stability than a chip war dressed up as an ethics debate. But right now, the loudest voices calling for brakes are also the ones still pressing the accelerator, and the two governments who would need to agree on a shared brake pedal do not trust each other enough to try.
