James E. Tierney is a prominent American attorney, legal scholar, and leading national authority on the office of the state attorney general. He began his career in public service in the Maine House of Representatives, where he served for eight years and rose to the position of Majority Leader. In 1980, he was appointed Attorney General of Maine, a role he held for a decade. During his tenure, Tierney became a pivotal strategist in the historic multi-state tobacco litigation.

Transitioning to academia, Tierney served as the director of the National State Attorneys General Program at Columbia Law School from 2000 to 2016. He currently serves as a Lecturer on Law at Harvard Law School, where he directs the State Attorney General Clinic and operates StateAG.org, an educational resource analyzing the impact of state prosecutors. He is married to the Pulitzer Prize-winning novelist Elizabeth Strout.
