Carter Center Redeploys Expert Mission for Peru’s Preside...

ATLANTA (May 21, 2026) — The Carter Center is redeploying its international election expert mission to Peru in advance of the presidential runoff election scheduled for June 7. 

The Carter Center first deployed its international election expert mission for the April 12 General Elections and released a preliminary statement on April 14.  

For the presidential runoff election, the expert mission will continue its focus on key aspects of the electoral process, including the work of the election administration bodies, the legal framework, the use of technology in the electoral process, and campaign finance. The mission will provide assessments of these aspects based on the national legal framework as well as international obligations and standards for democratic elections. Given its limited size, the Center’s mission will not conduct a comprehensive assessment of the voting, counting, and tabulation processes.  

The expert mission will continue under the leadership of Mission Director Patricio Ballados, a former election official from Mexico. Ballados and four experts from Brazil, Colombia, Germany, and Slovakia returned to Lima to continue their work on May 21 and will be joined by Carter Center staff from Atlanta in advance of election day. 

The Carter Center was invited to observe by the government of Peru. The mission will continue its work in accordance with Peruvian law, as well as the Declaration of Principles for International Election Observation and the Code of Conduct for International Election Observers, adopted at the United Nations in 2005.  

The Carter Center has observed previous elections in Peru, including in 2016 when it deployed a study mission, as well as election observation missions in 2000 and 2001. The Carter Center has conducted 128 full and limited election observation missions in 40 countries and three Native American nations. In addition, 19 expert missions have been conducted in 17 countries.

El Centro Carter Despliega su Misión de Expertos al Perú para la Segunda Vuelta de Elecciones Presidenciales  

ATLANTA (21 de mayo 2026) — El Centro Carter vuelve a desplegar su misión internacional de expertos electorales en Perú en anticipación a la segunda vuelta de las elecciones presidenciales prevista para el 7 de junio. 

El Centro Carter inicialmente desplegó su misión internacional de expertos electorales para las elecciones generales del 12 de abril y publicó un comunicado preliminar el 14 de abril.   

De cara a la segunda vuelta presidencial, la misión de expertos seguirá centrándose en aspectos clave del proceso electoral, entre ellos, la labor de los organismos de administración electoral, el marco jurídico, el uso de la tecnología en el proceso electoral y la financiación de campañas electorales. Las evaluaciones de la misión se basarán en el marco jurídico nacional, así como en las obligaciones y normas internacionales relacionadas con las elecciones democráticas. Debido a su alcance limitado, la misión del Centro Carter no realizará una evaluación exhaustiva de los procesos de votación, escrutinio y tabulación.   

La misión de expertos continuará bajo el liderazgo de Patricio Ballados, el jefe de misión y un exfuncionario electoral mexicano. Ballados y cuatro expertos de Alemania, Brasil, Colombia y Eslovaquia volverán a Lima el 21 de mayo. Funcionarios del Centro Carter en Atlanta se unirán al equipo también en vísperas de la jornada electoral. 

El Centro Carter fue invitado por el Gobierno del Perú para observar las elecciones. La misión continuará su trabajo conforme a la legislación peruana, así como la Declaración de Principios para la Observación Electoral Internacional y el Código de Conducta para Observadores Electorales Internacionales, adoptado en las Naciones Unidas en 2005.   

El Centro Carter ha observado elecciones anteriores en el Perú, la más reciente siendo en 2016, cuando desplegó una misión de estudio, así como misiones de observación electoral en 2000 y 2001. El Centro Carter ha llevado a cabo 128 misiones de observación electoral completas y limitadas en más de 40 países y tres naciones indígenas de Estados Unidos. Asimismo, se han realizado 19 misiones de expertos en 17 países.
