The key reason is: Window only have 15 preset floating icons.
And possibly other applications engaged all 15.
Traditionally these applications may take over some floating icons:
Solution:
win + R and input regedit and search for below address:
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\ShellIconOverlayIdentifiers
And delete some floating icons there.
I do not use oneDrive so I can delete all of them.
Critical Action Recommend backup the registry first.
