Dynamic Staffing Services (DSS), an India-based recruitment firm, said it has signed agreements in recent months with about 105 Israeli industrial plants to supply thousands of skilled foreign workers, citing surging demand across the sector. The company said it intends to place about 1,400 workers in Israel’s industry in 2026, with chairman Samir Khosla providing the figures.

Plants already receiving DSS recruits include Tempo, Tambour, Phoenicia Industries and Dr. Gav, according to the company.

Khosla said DSS has supplied more than 200,000 industrial workers worldwide across roughly 30 countries. In Israel, the firm began operating about 18 months ago, has brought in around 6,000 skilled workers to date, and recently opened a representative office in Modi’in to serve local clients.

The announcement comes as job vacancies in Israel climbed again, reaching their highest level since November 2022 in December 2025, according to new Central Bureau of Statistics data. At the same time, the government has continued to expand foreign worker quotas to help close a persistent shortfall.

Policy moves and infrastructure

A May 2024 government decision raised the cap on foreign workers to 3.3% of the population, and officials say tens of thousands more permits were issued in 2025 to fill gaps across sectors. Proposals have also advanced for dedicated housing near Modi’in to accommodate large cohorts of incoming workers.

Earlier waves of Indian laborers began arriving in 2024 under bilateral recruitment tracks, with the Population and Immigration Authority reporting about 2,000 arrivals in a single week last May, most of them from India.

DSS said Israel offers some of the highest wages globally for skilled Indian workers and emphasized its focus on ethical recruitment and long-term partnerships. “This is an important market for the company’s vision, and for building better lives for Indian workers,” Khosla said.
