项目需要给第三方给LIST发邮件，处理邮件附件中的EXCEL并插入到List中。

项目引用了http://exceldatareader.codeplex.com/ 的Excel类库读取Excel文件。

注册DLL文件到GAC.

绑定事件调试后出错：

重启 IIS, 错误依旧。

重启 OWSTimer.exe, 正常。

 -- 运行services.msc,restart [Windows SharePoint Services Timer]服务。
