Google了一下，发现有不少文章都说是由于版本不同的原因，与我的情况很类似，我的repository的版本是1.4.x的，但tortoiseSVN的版本是1.5.x的。然后我照着说明执行升级命令：

svnadmin upgrade your_svn_repository_path

执行升级后，一切正常了。
