London, April 29: The Commons agreed to the motion of Mr. Waddington urging utilisation of every opportunity to develop Empire Trade.

Replying to the references to India in the course of the debate, Sir. P. Cunliffe-Lister said that the development of Indian Railways must rest with the Government of India and it was unwise and improper to try to force, in the interests of this country, development which India cannot meet or which she does not require. But an impartial observer reading the Aevorth Report and speaking with those acquainted with Indian Railway administration, traveling facilities and Indian desire to travel, would agree that it was in the interest of India herself rapidly to increase her railway development. He pointed out that legislation had been passed giving a three-quarter grant of interest over a period of five years on accelerated development.
