The enumeration phase for the special intensive revision (SIR) of electoral rolls has started in Odisha, Mizoram, Sikkim, and Manipur. All eligible electors whose enumeration forms are received by the Electoral Registration Officer on or before June 28 will be included in the draft electoral rolls. 

This is part of the third round of the SIR, which will be carried out in a staggered manner in 16 States and three Union Territories — Delhi, Odisha, Mizoram, Sikkim, Manipur, Uttarakhand, Andhra Pradesh, Arunachal Pradesh, Haryana, Chandigarh, Telangana, Punjab, Karnataka, Meghalaya, Maharashtra, Jharkhand, Nagaland, Tripura, Dadra and Nagar Haveli and Daman and Diu — which have a combined voter base of 36.73 crore.

When the Election Commission of India (ECI) announced the third round of the SIR on May 14, it said the enumeration phase would start in Odisha, Mizoram, Sikkim, and Manipur on May 30 and continue till June 28. Voters who are unable to submit their enumeration forms by that date may apply through Form 6 — meant for the inclusion of new voters — along with the prescribed declaration form, during the claims and objections period.

BLO role

During the enumeration phase, booth level officers (BLOs) will conduct house-to-house visits and provide enumeration forms to all existing electors, who can then submit the filled forms either through the BLO or online. To ensure maximum coverage, BLOs will visit each household, for distribution, collection, and verification of forms.

During house-to-house enumeration, BLOs must carry at least 30 blank Form 6 copies along with blank declaration forms, to supply anyone who seeks to enrol as a new elector.

With a view to widen political party involvement, the ECI has allowed the booth level agents (BLAs) of recognised political parties to collect up to 50 forms per day from the public, and hand it over to the BLO before the publication of draft rolls. National and State recognised political parties may appoint more BLAs to assist BLOs in the smooth and effective conduct of the SIR process, the ECI said.

SIR objective

“The main objective of the Special Intensive Revision (SIR) is - No eligible citizen is left out while no ineligible person is included in the Electoral Roll. Every person who is a citizen of India and who is not less than eighteen years of age on the qualifying date and is not otherwise disqualified under any law shall be entitled to be registered in the electoral roll,” the ECI said in a statement on Sunday (May 31, 2026).

With this phase, the SIR exercise will cover the entire country except Himachal Pradesh, Jammu and Kashmir, and Ladakh. The SIR schedule for these States and UTs will be announced later after considering the completion of the Census and due consideration of the weather in the upper reaches or snow bound areas, the ECI had said.

The exercise has already been completed in Bihar, West Bengal, Tamil Nadu, Kerala, Puducherry, Uttar Pradesh, Rajasthan, Madhya Pradesh, Gujarat, Chhattisgarh, Goa, Andaman and Nicobar Islands, and Lakshadweep. In Assam, due to the legalities of the National Register of Citizens (NRC), a “special revision” was conducted instead of the SIR.
