The National Human Rights Commission (NHRC) has issued notices to the Gujarat Chief Secretary and the Surat Police Commissioner over the death of four workers who allegedly died while cleaning a septic tank at a jewellery manufacturing unit in Surat district.

The Commission has sought a detailed report within two weeks on the June 7 incident, including the status of the investigation and any compensation paid to the next of kin of the deceased workers. The NHRC, in an official release issued on Wednesday, said it took suo motu cognisance of the matter based on media reports stating that four workers entered a septic tank at a jewellery manufacturing unit without following prescribed safety protocols and were overcome by toxic fumes. The workers were subsequently taken to a hospital, where doctors declared them dead.

“Reportedly, they entered the tank to clean it without following safety protocol and became victims of toxic fumes,” the Commission said in the statement. Observing that the contents of the news report, if true, raise serious human rights concerns, the NHRC decided to seek reports from the state government and the police authorities.

According to the media report cited by the Commission, waste generated during the jewellery cleaning process was being collected in the septic tank where the accident occurred. The incident has once again highlighted safety lapses during hazardous cleaning operations and the need for strict adherence to prescribed safety norms in confined spaces. The NHRC has directed the Gujarat government and Surat Police to furnish their response within two weeks.
