最终解决： 

使用powershell管理员运行使用下面的指令，这串指令和上面很像，但是还是有点不同；最终使用这个方法完美解决。

C:\Windows\Microsoft.NET\Framework64\v4.0.30319\Aspnet_regiis.exe -ga 'IIS APPPOOL\DefaultAppPool'

一份耕耘，一份收获，付出就有回报永不遭遇过失败，因我所碰到的都是暂时的挫折
