AI治理最重要的能力:缺乏证据支持时懂得暂停

1)观点先行(P0)

一句话观点:

在 AI 协作里,最有价值的治理能力不是“更快修完”,而是“证据不够时敢停下,并把缺什么证据说清楚”。


2)治理背景(P1)

复杂系统里的真实问题,不是没人干活,而是大家都在干活,却很难判断到底有没有真的完成。

AI 参与后,这个问题会更明显:

  • AI 很容易给出“看起来已经完成”的答案。
  • 多个智能体并行提交回执,信息会很快变成噪音。
  • 模块测试通过,常常被误读成系统已经恢复。

本地治理体系之所以更快,不是因为流程更短,而是因为它把“没完成”这件事制度化了:

  • 可以停在中间状态。
  • 可以明确写出阻断原因。
  • 可以等证据补齐后再推进状态。

3)信号提取(P0)

从本地审计材料里,最有价值的信号不是某条报错,而是下面这些重复出现的模式:

  • 模式一:技术验证通过,但状态仍然不放行。
    • 这说明系统在主动防止“半成品被当成完成品”。
  • 模式二:补证后才发生状态跃迁。
    • 这说明治理在看“证据链”,不是看“主观描述”。
  • 模式三:面板空白不等于系统没流量。
    • 一类典型情况是分子没有时序、分母有值,导致比值图为空。
  • 模式四:命名和顺序一旦统一,审计噪音明显下降。
    • 同一问题在统一命名后,检索、复核、阻断都更快。

这些模式的共同点是:它们都在纠正 AI 的一个天然风险,即“过早下结论”。


4)治理机制分析(P0)

本地流程真正起作用的地方,在于它把“谨慎”变成了可执行动作:

  • 先判断类型:先区分是链路问题、展示问题,还是交付问题。
  • 允许中间态:不要求每次回执都给“最终完成”,允许写“待补证”。
  • 强制写原因:只要不放行,就必须写清楚缺什么、谁来补、何时复核。
  • 复核后再迁移:不是“谁声音大听谁”,而是“谁证据全听谁”。
  • 归档后可补证:允许补充证据,但不能用补证篡改已生效结论。

这套机制把 AI 从“会说话的执行者”变成“受约束的执行者”。


5)方法论抽象(P0)

可复用的方法可以用一句朴素的话概括:

先问“能不能证明”,再问“算不算完成”。

落地时,可以固定成五个动作:

  • 动作一:先写中间状态,不硬凑完成状态。
  • 动作二:每个阻断都写成可补的证据清单。
  • 动作三:补证后必须复核,复核后才改状态。
  • 动作四:指标异常先分型,不把所有问题都当成代码问题。
  • 动作五:证据不全就默认阻断,保持 fail-closed。

这不是慢,而是用小幅等待换大规模返工避免。


6)证据基础(P0)

审计来源(去标识化):

  • STABLE_LOG:稳定态裁决与状态迁移记录。
  • 全局固定审计基线日志:已知问题从待修复到已修复的演进记录。
  • 跨仓协作回执归档:请求、回执、复核、归档、补证全过程。

已验证链路(去标识化):

  • 先冻结计划。
  • 再并行执行。
  • 某执行包先通过技术复核,但因证据缺失停在“待补证”。
  • 补齐提交与清理证据后,状态才升级为“已闭环”。
  • 运行态专项继续观察,不因一次回升直接推翻结论。

关键结果(去标识化):

  • 两日窗口内出现 11 个裁决节点、49 条可复跑通过记录。
  • 一次关键执行包经历“通过复核 -> 待补证 -> 补证后闭环”的完整过程。
  • 空结果占比从 1.0 回落到约 0.596,但仍保持“未终验”状态。
  • 干净环境下四条核心集成门禁通过。

这些证据支撑的是治理能力:让系统在不确定时不乱判完成。


7)可迁移结论(P1)

对任何 AI 协作系统,都应把“停下并说明原因”设计成一种能力,而不是一种失败。


8)前瞻扩展(P1)

基于现有机制,下一步可自动化的不是“自动宣布完成”,而是“自动识别不该完成”:

  • 自动识别“应阻断”的回执模式。
  • 自动生成“缺失证据清单”。
  • 自动建议“下一次复核点”。

未来更高效的人机协作,不是让 AI 更会写结论,而是让 AI 在证据不够时,先学会停下。
