Description
This merge request raises the minimum target OS for macOS to Ventura (13).
Changes Made
Use the Ventura SDK to build the dependencies and Siril itself (like we do for master branch already).
Related Issues
The rendering problem reported in #1954 will be fixed with this MR.
Additional Notes
It is unfortunate that we have to raise system requirements within the 1.4.x series but it is the best option from a maintainer's perspective: keep feature parity across architectures and retain updatability.
The only way to avoid that would be to downgrade the Intel runner back to Big Sur but that blocks progress in other ways. (Fixing GTK would also be an option.)
