This may see the council deferring some services and rescheduling of some projects.

Mayor Edward McDougall sounded the warning at the April 22 council meeting as the council endorsed its Revised Draft Operational Plan and Budget 2026-27 for public exhibition.

"The budget being adopted tonight for exhibition was largely developed prior to 28 February 2026 and the beginning of the major conflict in Iran," Councillor McDougall said.

"Since early March fuel prices have soared, impacting what we pay for fuel to run our heavy fleet, passenger vehicles and small plant and equipment," he said.

"Our direct fuel bill increased by approximately $50,000 per month in March and similarly in April.

"Current contracts are impacted. Road re-sheeting costs for the remainder of this financial year have increased by $526,000 above the prices we were paying earlier this year.

"And from this week we are required to negotiate a fuel levy with suppliers whose goods and services include a cost component for road transport. We are currently calculating what that means for larger contracts, such as waste collections.

"I raise this because the council will need to make an internal submission to the budget while it's on exhibition, based on the best information at hand and price trends over the next few weeks.

"Depending on the length and severity of the fuel crisis, this may mean partial deferral of some services (such as fewer streets re-sheeted) and rescoping or rescheduling of projects, particularly construction projects.

"Domestic Waste charges will also be reviewed," he said.
