The following laws take effect on May 1:
- revised Maritime Law [海商法] (adopted Oct. 28, 2025);
- revised Fisheries Law [渔业法] (adopted Dec. 27, 2025); and
- Hazardous Chemicals Safety Law [危险化学品安全法] (adopted Dec. 27, 2025).
The NPC Standing Committee (NPCSC) is seeking public comment on the following bills through May 29:
- draft Healthcare Security Law [医疗保障法];
- draft Cultivated Land Protection and Quality Improvement Law [耕地保护和质量提升法];
- draft revision to the Law on the State-Owned Assets of Enterprises [企业国有资产法];
- draft revision to the Agriculture Law [农业法];
- draft revision to the National Defense Mobilization Law [国防动员法]; and
- draft revision to the Water Law [水法].
The NPCSC is expected to release its 2026 work priorities as well as 2026 plans for legislative, oversight, and delegates-related work sometime this month.
It will convene for its next regularly scheduled session in late June.
