@kode54: Thanks, switched over to vgmstream-git after it has been updated and all works now.

@ifrit05: Either you somehow didn't install vgmstream-git, or you haven't rebuilt it in about a year or more.

Edit: Looks like some genius packaged a vgmstream-cli-bin and doesn't actually make it provide the SDK.
