Kerala unveils KUFOS vision plan for sustainable fisheries and blue economy growth

The Kerala University of Fisheries and Ocean Studies has unveiled an ambitious vision to transform Keralam’s fisheries sector while positioning the university as a globally recognised centre of excellence in fisheries, ocean sciences and Blue Economy studies.

The initiative is outlined in two key documents—Strategic Action Plans for the Sustainable Transformation of the Fisheries Sector in Keralam and KUFOS Vision Plan (2026–2031)—which present a comprehensive framework for sustainable fisheries governance, climate-resilient coastal development, innovation-led aquaculture, capacity building and Blue Economy expansion.

The documents were submitted to the Fisheries Minister, Abdul Gafoor, who reaffirmed the State’s commitment to becoming a national leader in the Blue Economy. He emphasised the need to ensure sustainable livelihoods for fishers and aquaculture farmers, strengthen fisheries-based enterprises and promote the responsible use of marine and inland aquatic resources.

Building resilient communities

A. Biju Kumar, Vice Chancellor, KUFOS, said Keralam is at a crucial stage where fisheries development must extend beyond conventional fish production and embrace a broader agenda centred on sustainable Blue Economy growth, climate resilience, community well-being and innovation.

While challenges such as climate change, coastal erosion, marine pollution, declining fish stocks and evolving international market standards continue to affect the sector, he said significant opportunities exist in mariculture, seaweed farming, marine biotechnology, seafood value addition, digital technologies and sustainable tourism.

“The future of Keralam’s fisheries sector lies not only in harvesting fish, but also in building resilient communities, generating knowledge, fostering innovation, strengthening livelihoods and creating a sustainable relationship between people and the ocean,” he said.

A key recommendation in the action plan is the establishment of a Kerala Blue Economy Council, chaired by the Chief Minister, with the Fisheries Minister serving as convenor. The proposed council would provide integrated governance and strategic direction for the sustainable development of fisheries, coastal resources, marine ecosystems, ports, tourism, climate adaptation and other Blue Economy initiatives.

The university has also proposed launching “Mission Oceans Keralam,” a dedicated programme aimed at making the State a national model for sustainable fisheries governance, climate-resilient coastal development and inclusive Blue Economy growth.

To strengthen inland fisheries and conserve aquatic biodiversity, KUFOS has recommended the creation of a Keralam Wetland and Inland Fisheries Consortium.

Among other recommendations is the development of a state-backed “Kerala Seafood Brand,” supported by quality certification, traceability systems, sustainability standards and export promotion measures.

The roadmap further proposes a Kerala Mariculture and Sustainable Aquaculture Mission 2030, focusing on cage culture, mussel and oyster farming, reservoir aquaculture, ornamental fisheries and climate-resilient aquaculture systems.

Recognising climate change as one of the most significant long-term threats facing coastal communities, the document also advocates the establishment of Climate-Smart Fishing Villages, a Kerala Centre for Climate-Resilient Fisheries and Coastal Systems, climate-linked insurance schemes for fishers, AI-enabled weather and ocean advisory services, and large-scale mangrove and wetland restoration programmes as nature-based solutions.
