Nebius starts work on Missouri AI factory campus

Nebius has broken ground on what it calls its first gigawatt-scale AI factory campus in the US, marking another major infrastructure investment tied to the accelerating demand for AI compute capacity.

The project, located in Independence near the Kansas City region, will span roughly 400 acres and include multiple buildings dedicated to AI infrastructure. Construction of the first phase is already underway.

For eeNews Europe readers, the announcement highlights the growing scale of AI infrastructure projects and the increasing competition between regions to attract high-performance computing investments. It also underlines how AI data centers are becoming tightly linked with energy efficiency, workforce development and local industrial policy.

AI infrastructure expansion

The Nasdaq-listed company said the new campus will support both AI model training and production deployment workloads as part of its wider AI cloud platform strategy.

“Projects like this are built for the long term, and we are committed to developing this facility in a way that directly benefits Independence,” said Nebius Board Chairman John Boynton. “We want to create lasting opportunities, act as a good partner with the community, and set a standard for developing AI and digital infrastructure responsibly.”

Nebius says the facility includes measures to minimise local impact, including reduced water usage, noise containment and protection for local ratepayers.

The company estimates the development will create around 1,200 construction jobs, largely sourced from local union trades, alongside 130 permanent high-tech roles once the site is fully operational.

Economic and education focus

State officials are positioning the investment as part of Missouri’s wider push to attract advanced technology infrastructure projects.

“Missouri continues to lead in innovation, infrastructure, and investment, and this facility in Independence is another example of that momentum in action,” said Missouri Governor Mike Kehoe. “This investment from Nebius strengthens Missouri’s position as a national leader in digital infrastructure, while creating quality jobs, supporting local schools and businesses, and generating long-term opportunity.”

Nebius said the project is expected to generate around $650 million in tax payments for local school districts and other taxing authorities over the next two decades.

The company has also launched a community benefits programme focused on education and workforce development. Early initiatives include funding to remove school meal debt in local districts and a partnership agreement with Metropolitan Community College aimed at AI literacy and workforce training.

The project has also attracted backing from NVIDIA. Ned Finkle, NVIDIA vice president of external affairs, described AI as “driving the largest infrastructure buildout in history” and said the new campus would help strengthen US supply chains and computing capacity.

Headquartered in Amsterdam, Nebius is expanding its global AI cloud footprint as competition intensifies among infrastructure providers seeking to support next-generation AI applications and services.
