ATLANTA (March 23, 2026) — The Carter Center is deploying an international election expert mission to Peru in advance of the general elections scheduled for April 12, 2026.

The Center was invited by the government of Peru on Aug. 1, 2025, to observe the elections, and conducted a pre-election assessment visit at the end of August.

The expert mission will be led by Mission Director Patricio Ballados, a former election official from Mexico. Ballados and three experts from Colombia, Germany, and Slovakia begin their work on March 23. Carter Center staff from Atlanta will also join throughout the electoral process.

The Carter Center will conduct its mission in accordance with Peruvian law, as well as with the Declaration of Principles for International Election Observation, and the Code of Conduct for International Election Observers, adopted at the United Nations in 2005.

The expert mission will focus on key aspects of the electoral process, including the work of the election administration bodies, the legal framework, the use of technology in the process, and campaign finance. The mission’s assessments will be based on the national legal framework, as well as international obligations and standards for democratic elections. Given its limited size, the Center’s mission will not conduct a comprehensive assessment of the voting, counting, and tabulation processes. 

The Carter Center has observed previous elections in Peru, most recently in 2016 when it deployed a study mission, as well as election observation missions in 2000 and 2001. The Carter Center has observed 128 full and limited election observation missions in 40 countries and three Native American nations. In addition, 18 expert missions have been conducted in 16 countries.

El Centro Carter Desplegará una Misión Electoral para las Elecciones Generales del Perú

ATLANTA (23 de marzo de 2026) — El Centro Carter desplegará una misión internacional de expertos electorales al Perú de cara a las elecciones generales previstas para el 12 de abril.

El Centro Carter fue invitado por el Gobierno del Perú el 1 de agosto de 2025 para observar las elecciones y realizó una visita de evaluación preelectoral a finales de agosto de 2025.

La misión de expertos será liderada por Patricio Ballados, el jefe de la misión y un exfuncionario electoral mexicano. Ballados y tres expertos de Alemania, Colombia y Eslovaquia comenzarán su trabajo el 23 de marzo. Funcionarios del Centro Carter en Atlanta se unirán al equipo también durante el proceso electoral.

El Centro Carter llevará a cabo su misión conforme a la legislación peruana, así como la Declaración de Principios para la Observación Electoral Internacional y, también, el Código de Conducta para Observadores Electorales Internacionales, adoptado en las Naciones Unidas en 2005. 

La misión de expertos se enfocará en aspectos clave del proceso electoral, entre ellos, la labor de los organismos de administración electoral, el marco jurídico, el uso de la tecnología en el proceso electoral y la financiación de campañas electorales. Las evaluaciones de la misión se basarán en el marco jurídico nacional, así como en las obligaciones y normas internacionales relacionadas con las elecciones democráticas. Debido a su alcance limitado, la misión del Centro Carter no realizará una evaluación exhaustiva de los procesos de votación, escrutinio y tabulación. 

El Centro Carter ha observado elecciones anteriores en el Perú, la más reciente siendo en 2016, cuando desplegó una misión de estudio, así como misiones de observación electoral en 2000 y 2001.
