Carter Center Calls for Transparency, Respect for Process as Official Election Results are Finalized in Peru

ATLANTA (April 14, 2026) — In a preliminary statement (PDF) released today, The Carter Center highlighted the steps taken to strengthen electoral transparency and integrity in the run up to the April 12 general elections in Peru. It also noted the challenges faced by election authorities in administering a complex election in an environment of declining public confidence.

At the same time, the Center called for a transparent review of the logistical difficulties that affected polling station openings in metropolitan Lima. The Center encouraged all institutions and candidates to address these issues responsibly ahead of the second round of the presidential election scheduled for June 7.

The Center’s statement welcomed measures taken by election authorities to safeguard voting rights, including the decision to extend voting through April 13 in the 187 polling stations that were unable to open on election day in Lima. The Center also noted that some public declarations by other state institutions and candidates on election day, as well as the initiation of criminal investigations against electoral officials, risked further undermining public confidence and the autonomy of the election administration.

Due to its limited size, The Carter Center’s Election Expert Mission did not conduct a comprehensive assessment of the election process, but focused on several key aspects, including the legal framework, the work of election management bodies, political party and candidate registration, the use of election technology, and voter education efforts.

Despite recent reforms that increased the complexity of the electoral process, the Center’s statement noted that Peru’s electoral framework is largely consistent with international standards for democratic elections. The large number of candidates and parties gave voters a wide choice. However, the legal provision to deregister political parties that fail to obtain legislative representation appears to disproportionately limit freedom of association.

The Carter Center’s findings also highlighted improvements in the accuracy and transparency of the voter register, extensive voter information campaigns, and the responsible adoption of election technology.

As of the release of the preliminary statement, final results for all five elections remained pending. The Center calls on the electoral authorities to provide greater public information about the status and pace of results tabulation and calls on candidates and political parties to respect the work of these authorities.
The Carter Center plans to deploy the Election Expert Mission in advance of the second round of the presidential election on June 7.

Background

The Carter Center deployed a seven-member Election Expert Mission to Peru on March 21, following an invitation from the Government of Peru to observe the elections for president, Congress, and the Andean Parliament. The Carter Center has observed previous elections in Peru, most recently in 2016 when it deployed a study mission, as well as election observation missions in 2000 and 2001.

The Carter Center conducts its work in accordance with Peruvian law, as well as with the Declaration of Principles for International Election Observation and the Code of Conduct for International Election Observers, adopted at the United Nations in 2005.

Since 1989, The Carter Center has observed 128 full and limited election observation missions in 40 countries and three Native American nations. In addition, the Center has conducted 18 expert missions in 16 countries.

ATLANTA (14 de abril 2026) — En una declaración preliminar (PDF) publicada hoy, el Centro Carter destacó las medidas adoptadas para fortalecer la transparencia y la integridad electoral en el período previo a las elecciones generales del 12 de abril en el Perú. Asimismo, señaló los desafíos que enfrentaron las autoridades electorales durante la organización de un proceso complejo en un contexto de disminución de la confianza pública.

Al mismo tiempo, el Centro hizo un llamado a realizar una revisión transparente de las dificultades logísticas que afectaron la apertura de los locales de votación en Lima Metropolitana. El Centro exhortó a todas las instituciones y a las candidaturas a abordar estos problemas de manera responsable de cara a la segunda vuelta de la elección presidencial, prevista para el 7 de junio.

La declaración del Centro destacó las medidas adoptadas por las autoridades electorales para salvaguardar el derecho al voto, incluida la decisión de extender la votación hasta el 13 de abril en los 187 locales que no pudieron abrir el día de la elección en Lima. Asimismo, señaló que algunas declaraciones públicas de otras instituciones del Estado y de candidatos durante la jornada electoral, así como el inicio de investigaciones penales contra funcionarios electorales, podrían debilitar aún más la confianza pública y la autonomía de la administración electoral.

Antecedentes

El Centro Carter desplegó una Misión de Expertos Electorales integrada por siete miembros en el Perú el 21 de marzo, tras una invitación del Gobierno del Perú para observar las elecciones de presidente, Congreso y Parlamento Andino. El Centro Carter ha observado procesos electorales anteriores en el Perú, más recientemente en 2016, cuando desplegó una misión de estudio, así como misiones de observación electoral en 2000 y 2001. 

El Centro Carter realiza su labor de conformidad con la legislación peruana, así como con la Declaración de Principios para la Observación Internacional de Elecciones y el Código de Conducta para Observadores Internacionales de Elecciones, adoptados en las Naciones Unidas en 2005.
