My problem is i have a nvidia 3090 it will ramp up to 100% for a few seconds then go back to what
Ive fixed the fan speed (65%).
The speed have manual been set thought consol also cooler control nothing changes.
It will still ramp up and down during games.
Sometimes it happens alot and other times not that much.

thats normal. try a real simple game like tertris and see if it keeps buzzing on.

Most likely because you’re switching to performance mode when gaming. That would turn off the fan limit, I’m pretty sure.
Rather than forcing the fan speed, have you checked what your GPU is doing when it spins fans up randomly? Is something using it? Is the temperature spiking?
btop can tell you some of that, installed by default. nvtop can tell you which process is using it.
