My setup is CachyOS + niri + noctalia, installed via cachyos/cachyos-niri-noctalia. When things work right, I have access to a history of all notifications when I click on the notification history widget in the bar, unless I delete some of them. However, this behavior is inconsistent. Today, for example, I only see notification history up until the time I rebooted the machine. Also, when things work right, notifications are styled by noctalia shell. But when the most recent history is unavailable, notify-send shows a very plain rectangle with the message in it. Since this behavior doesn’t seem related to anything I do or do not do, but appears and disappears randomly after some reboots, I thought I’d report it here as an issue.

The problem intermittently fixes itself.

I solved the problem. I also had dunst installed. Noctalia Shell has its own notification system, and dunst will interfere with it. If dunst stops running, then Noctalia Shell’s notifications kick back in. Uninstalling dunst and the problem is solved.
