THE EUROPEAN UNION is built on the promise that when we work together, we can improve people’s lives and build a better future.
Thanks to our system of open markets and social safety nets, we are delivering on that promise. But our Union is not perfect. Across our continent, people are calling for a Europe that is fairer, faster and more confident.
And in an increasingly uncertain and competitive world, we need to be more effective – pushing ahead where Europe works and finding new solutions where it does not.
This is the challenge as Ireland prepares to take on the Presidency of the Council of the European Union on 1 July. Ireland understands the hurdles and opportunities we face better than most. The Irish Presidency’s focus on economic prosperity, shared security and defence of our fundamental European values is set to deliver the changes Europe urgently needs.
The European Parliament is ready to work with Ireland to get this done. Today, the Parliament’s leadership is in Dublin to meet with the Taoiseach and members of the Irish Government and Oireachtas as we prepare to hit the ground running on day one of the Irish Presidency.
Power in unity
Ireland will not be acting alone. Europe is already working to connect our Union’s 27 markets and streamline legislation that will provide the stability and predictability businesses, innovators and families need.
In the months ahead, Ireland will have the opportunity to drive this forward. A key element will be breaking down the internal barriers in our single market that currently cost us prosperity, security and independence. Together, we will pave the way for a stronger economy and make real progress on Europe’s digital connectivity and investment capacities.
Another key element will be prioritising investment in the technologies that are shaping our world. Europe already has €200 billion of planned investment in artificial intelligence as a tool to help people, boost productivity and reinforce our economy. The next steps will take both ambition and vision. As a European leader in AI infrastructure and a home to 80% of the top 20 global technology companies, Ireland has what it takes.
But to make all this a reality, Europe’s ambitious agenda must be paired with funding streams that cement progress and accelerate growth. During its six months at the helm, Ireland will lead negotiations for a new long-term EU budget that should move us away from arguments about cuts and increases. Instead, we should look for an agreement that is flexible, resilient and strategic enough to carry us through the next seven years. In short, a modern budget capable of raising funds itself through new resources. And we must move forward with our plan to unlock the extra capital Europe needs to help our companies scale and compete.
In a world that often feels like it is on fire, our continent’s security and defence are key issues that will define Ireland’s Presidency. We must maintain our unwavering support for Ukraine and continue to build the security capacities that keep Europeans safe and fortify our resilience.
At the same time, we must address the social challenges that make life difficult for so many people across our Union, including housing shortages and the rising cost of living.
Enlargement must also be part of the conversation about our Union’s future. As we prepare to welcome new Member States, which will strengthen our continent and build prosperity and stability, Ireland has a unique chance to shape our next chapter and reinforce Europe’s role in the world.
While we look ahead to the Irish Presidency and Europe’s next steps, we must not forget how much we have already achieved.
This is the greatest political project in history. We have what it takes, and we can look to the future with confidence. This is Ireland’s moment to lead – and Europe is ready to advance.
