The 19-storey tower has 179 apartments in an architecturally-designed building.
It will also have a full-line Woolworths supermarket, part of the soon-to-be-opened St Clair Lane Retail Laneway will also offer a mix of eateries, retail, and services.
Prices range from $672,000 for a one-bedroom apartment, $955,000 for a two-bedroom, and $1,450,000 for a three bedroom apartment.
Horizon Hurstville is being developed by Independent Construction Industry Rating Tool (iCIRT) rated builder-developer Masscon in collaboration with The One Collection.

Masscon founding director Charlie Ayoub, said the project reflects growing confidence in Hurstville as a place to live with it undergoing significant urban renewal and revitalisation.
