A 32-storey apartment tower - far higher than any existing or proposed building in Sutherland Shire - could be built opposite Westfield Miranda.

Planning Minister Paul Scully has declared the proposed project, which would provide 240 apartments, State Significant Development, with fast-tracked assessment.

Mr Scully made the order on April 9 following a recommendation from the state government's Housing Delivery Authority (HDA).

The site takes in four properties in a line on the northern side of Kingsway, west from Kiora Road.

The properties - 569, 573, 575 and 577 Kingsway - are at present occupied by shopfronts, including a blinds retail outlet, medical centre, legal office and electorate office.

Mr Scully's order stated the Expression of Interest (EOI) application was dated 12 September 2025, and was amended by additional information on November 4, 2025, including development for the purpose of shop top housing with provision of affordable housing.

Published minutes of a HDA meeting on March 31 revealed the EOI was lodged by Tripodina Nominees Pty Ltd and Perifa Pty Ltd.

The HDA panel recommended the proposal be declared State Significant Development.

The minutes stated the proposal was for 240 apartments, including 15 per cent affordable housing for 15 years, in a single 32-storey tower.

The HDA advised the minister the proposal had State significance as a major residential project that satisfied criteria to be declared State Significant Development.

The HDA recommended the applicant be advised a merit assessment may result in development standards and dwelling yield lower than proposed in the EOI application.

It was also recommended the applicant investigate incorporating an adjacent isolated site into the development.

Before this application, the highest proposed projects in Sutherland Shire were for 20 storeys - Coles Sutherland and a building on Kingsway opposite the train station at Caringbah.

Both projects are progressing through the State Significant Development pathway.

The new Miranda proposal, if approved, would be twice as high as the proposed nearby 16-storey Salvation Army site development, which is also being processed as State Significant Development.
