A proposed major housing project between Kingsway and the train line at Woolooware has been trimmed back in height as a new attempt is made to have it declared State Significant Development (SSD).
The site at 149-157 Kingsway and 51-55A Woolooware Road, diagonally opposite Woolooware Oval, is occupied at present by nine old houses.
The project has been given the name Woolooware Parkside Homes.
The properties are zoned R2 low density housing, but the site is within a new Low to Mid-Rise Housing belt, allowing six to eight storeys.

Following discussions with the Department of Planning, Housing and Infrastructure, the maximum height of the proposed development has been reduced from 10 storeys to eight storeys, which would still provide between185-190 apartments.
Fifty per cent of of the accommodation would be used for affordable housing.
An SSD application has been submitted to the department under Build-to-Rent provisions of the legislation.
The SSD planning pathway is a streamlined process, with assessment by the planning department, rather than council.
Development company, Pacific Community Housing, which is headed by Matthew Daniel and James Matthews, made three unsuccessful applications to the Housing Delivery Authority in 2025 to have the proposal declared SSD.
The planning department has since issued a Site Compatibility Certificate (SCC) for the proposed development.

A development containing about 200 apartments in a building seven to 10 storeys high is proposed for a corner site diagonally opposite Woolooware Oval.
The application said 50 per cent of the apartments would be affordable housing, including specialist disability accommodation, social housing and key worker rental housing.
A community centre would be included in the development.
Car parking would be provided, but the number of spaces was not clear.
The Department of Planning, Housing and Infrastructure has issued a Site Compatibility Certificate (SCC) for the proposed project on the amalgamated site covering 149-157 Kingsway and 51-55A Woolooware Road.
A development application (DA) for the site, which at present is occupied by nine old houses is expected to follow.

The project is proposed by Pacific Community Housing, which is headed by Matthew Daniel and James Matthews.

Details of the proposal were not made public at that time.

The company was advised to proceed on an alternative planning pathway.
The site is approximately 200m west of Woolooware Station.
The application contained diagrams showing the proposed project in the context of what was submitted to be the best future development pattern for the area, which falls under the state government's Low and Mid-Rise Housing Policy.
Under that policy, six-storey apartment blocks are automatically allowed within 400 metres of the station and four-storey blocks within 800 metres.
Buildings that provide affordable housing can be higher.
Pacific Community Housing has also lodged a DA for an eight-storey building containing 28 apartments at nearby 1 Panorama Avenue, immediately adjacent to Woolooware train station.
