What are the three arguments expected by this script (build_deps.sh)?

I need to upgrade kopf to fix a bug, but the required version depends on a newer Python.
I'm not sure how Python is installed in your base image — is it provided via PYTHON_TARBALL in this script?
Is this a custom-built Python package maintained internally?
