The Union Cabinet on Wednesday approved a new industrial parks scheme, with an outlay of ₹33,660 crore, providing plug-and-play infrastructure for 100 industrial parks, in a push to strengthen manufacturing, attract investments and create jobs.
The Bharat Audyogik Vikas Yojna (BHAVYA) aims to create world-class industrial infrastructure and unlock India’s manufacturing potential, while generating about 15 lakh direct jobs, according to Ashwini Vaishnaw, Minister for Information and Broadcasting.
“It will create plug-and-play ecosystems, where industries can move from intent to production with speed and certainty,” said Vaishnaw at a media briefing on Wednesday.
Built on industrial corridor model
The scheme builds on the success of Industrial Smart Cities developed under the National Industrial Corridor Development Programme (NICDP) framework, and will be implemented in partnership with States and private sector players.
Under BHAVYA, industrial parks of 100 to 1,000 acres will be developed with financial support of up to ₹1 crore per acre. These parks will feature core infrastructure such as internal roads, underground utilities, drainage systems, common treatment facilities and ICT-enabled administrative systems. In addition, value-added facilities such as ready-built factory sheds, built-to-suit units, testing labs, warehousing, and worker housing will be provided. The government will also extend support for external infrastructure, up to 25 per cent of the project cost, and ensure seamless connectivity with existing transport networks.rks. Projects will be selected through a challenge mode, ensuring that only high-quality, reform-oriented and investment-ready proposals are taken forward.
Ease of doing business and logistics push
At its core, BHAVYA seeks to improve ease of doing business through streamlined approvals and single-window systems, per the government.
The parks will be aligned with PM GatiShakti principles to ensure multimodal connectivity and efficient logistics, while also promoting green energy and sustainable resource use.
Implementation and scale
The initiative will be spearheaded by the National Industrial Corridor Development Corporation, which is currently implementing 20 projects across 13 States, and is expected to generate large-scale employment while strengthening domestic supply chains.
