The Election Commission is set to begin the Special Intensive Revision (SIR) process in Sikkim, with the final electoral roll scheduled to be published on September 6, 2026, according to official documents related to the exercise.

As part of the revision process, 2002 has been kept as the cut-off year for electoral verification and eligibility reference under the last SIR records.

The exercise aims to ensure that all eligible voters are included in the electoral roll while removing ineligible entries after verification. Officials said enumeration forms will be distributed during house-to-house visits conducted by Booth Level Officers (BLOs).

According to the schedule mentioned in the documents, preparations, training and printing activities for the SIR process began on May 20 and will continue till May 29. House-to-house visits by BLOs are scheduled from May 30 to June 28.

The rationalisation of polling stations is expected to be completed by June 28, while the draft electoral roll will be published on July 5.

The period for filing claims and objections has been fixed from July 5 to August 4. Disposal of claims and objections will take place between July 5 and September 2, after which the final electoral roll will be published on September 6.

The documents state that partially pre-filled Enumeration Forms (EFs) will be handed to electors during the house-to-house visits. BLOs have been instructed to make at least three visits to collect the forms from voters.

Officials said if houses remain locked, BLOs will leave slips and paste stickers on doors for follow-up. The instructions also mention that no bulk enumeration forms will be handed over to relatives, residents or local bodies for submission on behalf of voters.

The guidelines further state that electors who submit the Enumeration Form will be included in the draft electoral roll, while those who fail to submit the form may not be included.

The SIR documents also mention that volunteers may be deployed to assist elderly persons, persons with disabilities, sick individuals and other vulnerable groups during the verification process.

Under the eligibility provisions, the electoral roll of the last SIR conducted in 2002 will serve as evidence of eligibility and presumption of citizenship for listed voters. However, officials have stated that persons whose details do not match with the previous records may be required to submit supporting government documents during verification.
