The government has empowered the Commissioner of the Hyderabad Disaster Response & Asset Protection Agency (HYDRAA) for finalising works costing up to ₹10 crore through tendering process, and constituted a committee to oversee the tenders beyond this value.
Through an order on Monday (May 18, 2026), the government issued permission for the HYDRAA Commissioner to finalise tenders for works costing up to ₹10 crore. In respect of works with value above ₹10 crore, a committee has been constituted for for scrutiny of tender evaluations and recommendations to the Commissioner for further action.
The order cited a communication from the HYDRAA Commissioner A.V.Ranganath insisting upon the necessity to prescribe clear delegation of powers for tender finalisation and constitution of tender committee in order to ensure timely execution of works, technical scrutiny and financial propriety.
The committee is to be chaired by the Engineer-in-Chief, Public Health, and have as its members, the Chief Engineer, Greater Hyderabad Municipal Corporation, Chief Engineer, Hyderabad Metropolitan Development Authority, Chief Engineer, Musi Riverfront Development Corporation, Chief Engineer, Irrigation & Command Area Development, and Executive Engineer, HYDRAA, besides a nominee from Administration/Accounts wing of the agency.
Through another order on the same day, the government has issued directions to the Commissioners of GHMC, Malkajgiri Municipal Corporation and Cyberabad Municipal Corporation to entrust the monsoon emergency operations in the upcoming monsoon season to HYDRAA, along with necessary funds.
Monsoon emergency operations were transferred to HYDRAA during 2025 monsoons too, following allegations about irregularities in the tenders awarded by GHMC.
As per the orders then, HYDRAA was authorised to take up works such as de-clogging of catch-pits, dewatering operations in case of flooding, post monsoon desilting, clearance of silt from roads, nala safety audit, traffic diversions, removal of obstruction to storm water flow, removal of fallen trees and branches, and coordination with various departments concerned.
