Around 20 lakh people living in Delhi’s unauthorised jhuggi-jhopdi (JJ) clusters moved a step closer to rehabilitation after the Delhi government on Tuesday (June 23, 2026) approved the implementation of the revised cut-off date of January 1, 2025, instead of the earlier cut-off of January 1, 2015, under the Delhi Slum and JJ Cluster Rehabilitation and Relocation Policy, 2026, officials said.

The decision was taken at a Delhi Urban Shelter Improvement Board meeting chaired by Chief Minister Rekha Gupta, following which her office issued a release quoting her as saying, “The decision will open the door to permanent housing for around 4-5 lakh families, or nearly 20 lakh people, living in various JJ clusters across Delhi.” The policy is yet to be notified.

The government is also considering provisions to include members of the same family living in separate units within a slum structure under the rehabilitation framework, subject to the payment of prescribed charges.

According to the statement, eligible families will be shifted to multi-storey flats with civic amenities under rehabilitation projects. The CM added that efforts would be made to rehabilitate beneficiaries within or near their existing settlements in line with the Delhi government’s Jahan Jhuggi Wahan Makkan scheme.
