Work orders for the first stretch of the Peripheral Ring Road (PRR) - Package 1 between Tumakuru Road and Ballari Road are all set to be issued in June, and civil works are expected to start three months after that. This will be the first on-ground work to begin for PRR, which has been delayed for over two decades. 

Bengaluru Business Corridor Ltd. (BBC), a Special Purpose Vehicle (SPV) formed to spearhead the PRR project, had split the PRR Phase 1 into multiple packages and tendered Package 1 in March 2026. “The technical bids were opened on May 6 and their scrutiny is ongoing. We will open the financial bids after May 20,” said L.K. Atheeq, chairman, BBC Ltd.

The government has laid down a condition that work orders for these packages can be issued as and when BBC Ltd. achieves 80% land acquisition.

“Of the 665 acres needed for Package 1, we have taken possession of 523 acres, achieving over 78% of the target. Compensation is being disbursed for these lands now. Some lands are under litigation and in such cases, we will deposit the compensation in the court. We will cross 80% soon. Once the financial bid is finalised, we will issue work orders for this package in June to whoever bags the tender,” Mr. Atheeq said. 

The tender is a Design, Build, Operate and Transfer model, which means the contractor has to design this stretch and prepare their own Detailed Project Report (DPR). This will likely take three months after the work orders are issued, following which civil works will begin on the ground.

The contractor will get three years to build the 23 km-long stretch of the road between Tumakuru Road and Ballari Road. It will begin from Bangalore International Exhibition Centre (BIEC), Madavara, and cut across Ballari Road next to Collins Aerospace Park at Venkatala. A metro station is coming up at this junction. This road is expected to ease traffic on International Airport Road and Tumakuru Road, particularly the notorious Hebbal junction. 

Slow progress on other packages

Meanwhile, BBC Ltd. is finding it tough to convince farmers on two other stretches — Ballari Road to Whitefield Junction (Package 2) and Whitefield Junction to Electronics City (Package 3) — to give up their lands for the five-option compensation package being offered. In Package 3, of the 710 acres needed for the project, only 26 acres have been acquired till now. 

While farmers have been demanding a cash compensation under the The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, BBC Ltd. has offered a five-option compensation package under the Bangalore Development Authority Act, 1976, including cash compensation, Transferable Development Rights, developed commercial plots, and cash plus developed land as a package. 

Sources said that the State government has ruled out any revision in the compensation package. Meanwhile, the High Court of Karnataka, which has clubbed many petitions challenging land acquisition for PRR Phase 1, is expected to decide on these petitions soon. “The arguments are drawing to a close and we expect a judgement by June or July. We hope this will give us some respite and provide momentum for land acquisition,” said a senior official.
