The recommendations in Kerala government’s Revised Budget addressing crucial land-related issues in Idukki have offered new hope to the farming community in the hilly district. The Budget specifically highlighted Idukki’s land disputes and proposed viable solutions.

The government will take steps to lift Supreme Court and High Court stays on the 1964 title deed distribution rule and the Cardamom Hills Reserve issue, as per the Budget provisions. The government aims to resolve these court cases to protect farmers’ interests and expedite title deed distribution. Furthermore, the Budget noted that the government will legally review the order prohibiting construction activities on land with Cardamom title deeds. The proposal also stated that the government will unconditionally regularise existing constructions on title deed lands.

The district has previously witnessed numerous protests over these land disputes. Consequently, farmers’ groups have welcomed the Budget proposals aimed at finding a permanent solution.

Farmers’ leaders pointed out that Leader of the Opposition V.D. Satheesan had previously promised that a UDF government, if voted to power, would permanently resolve Idukki’s land issues.

Idukki Land Freedom Movement (ILFM) chairman Rasak Chooravelil stated that the agrarian and planter communities warmly welcome the Budget provisions. “The announcements made by the Chief Minister are historic, and the farming community has eagerly waited for years for this. Land-related restrictions and title deed issues have been a major issuese for the people. Finding a permanent solution will encourage more people to confidently move to the district and invest in various sectors, including tourism, which will change the face of Idukki,” Mr. Chooravelil said.

Cardamom Planters’ Federation chairman Stany Pothen noted that the government has conceded to all of their demands. “The Budget proposal regarding government intervention to resolve the CHR case is a historic step. Allowing construction on Cardamom lands has been a long-term demand of the planter community,” Mr Pothen said.

According to farmers’ groups, over 50,000 families in the district are still waiting to receive their title deeds, a process currently blocked by various legal hurdles. “Title deeds for all families remains the long-term demand of the people of Idukki,” Mr. Chooravelil added.
