The Gurugram Police in Haryana has registered a First Information Report (FIR) against 10 government employees, including school teachers, for allegedly not performing Census-related work.

On May 17, the Census Officer of Municipal Corporation Gurugram filed a complaint at Police Station City, Gurugram, regarding 10 employees who failed to perform their assigned Census duties.

Based on the complaint, two separate FIRs were registered under Section 11 of the Census Act, 1948, at Gurugram police station, police said. The offence is punishable by fine and maximum imprisonment of three years.

The Census official alleged in a complaint that the government employees who were assigned the duty of Census enumerators defied government orders by not collecting data and not making a single entry in the designated house listing operation (HLO) mobile app, despite repeated warnings to begin their work.

“Despite repeated instructions and guidance, the employees—Sandeep, Hansraj, Kuldeep, Rajesh Kumar, and Amit Kumar—did not carry out the Census work. Their non-compliance has caused obstruction in the census process, and it is considered a deliberate violation of government orders. The police team is currently investigating the matter, and further action will be taken as per rules and regulations. It has been emphasised that strict action will be taken against employees who fail to report for Census duty without valid reasons,” the Gurugram Police said in a statement.

Census 2027 is being conducted using digital tools for the first time while retaining the traditional door-to-door enumeration process to ensure comprehensive and accurate coverage, the Ministry of Home Affairs (MHA) said in a statement on Sunday. During field visits, enumerators are collecting data digitally through a dedicated mobile application on their personal phones. Information relating to housing conditions, household details, amenities available, and assets possessed by households is being collected through a structured questionnaire comprising 33 notified questions.

Census is conducted in two phases — HLO and the Population Census. The HLO phase which started on April 1 is to conclude by September 30 across the country.

This is the first digital Census and the first to allow self-enumeration. More than 1.44 crore households have completed self-enumeration through the official portal (se.census.gov.in) across 25 States and Union Territories.

On Sunday (May 17, 2026), the door-to-door enumeration for the HLO phase commenced in five States and Union Territories, namely Rajasthan, Meghalaya, Maharashtra, Jharkhand, and Municipal Corporation of Delhi (MCD) area in Delhi. Field visits for HLO are at present in progress in Andhra Pradesh, Arunachal Pradesh, Bihar, Chandigarh, Chhattisgarh, Dadra & Nagar Haveli and Daman & Diu, Haryana, Madhya Pradesh, Punjab, Telangana, and Uttarakhand.

The self-enumeration (SE) facility commenced on Sunday in Gujarat, Jammu & Kashmir, Ladakh, and Puducherry and will remain available till May 31. The self-enumeration is also under way in Uttar Pradesh and will continue till May 21, following which the HLO field operations will be conducted from May 22 to June 20.

The HLO phase has been completed in Andaman & Nicobar Islands, Lakshadweep, Mizoram, Odisha, and Sikkim, along with the NDMC area and Delhi Cantonment Board area in the National Capital Territory of Delhi.
