All India OBC Students' Association (AIOBCSA) on Saturday demanded that Prime Minister Narendra Modi clarify the modalities of the proposed Caste Census 2027 and provide constitutional protection to 42% Backward Class (BC) reservations in Telangana by including the relevant laws under Schedule IX of the Constitution.

Addressing the media here on Saturday, ahead of Mr. Modi’s visit, AIOBCSA leaders expressed concern over the absence of a clear framework for caste enumeration in the upcoming census process.

The organisation pointed out that during the first stage of Census operations, known as House Hold Level Operations (HLO), only Scheduled Castes (SCs) and Scheduled Tribes (STs) were being enumerated, while caste data collection was proposed for the second stage, Population Enumeration (PE).

The student body questioned whether caste enumeration would be based on State’s Backward Class lists or the Centre’s OBC list and sought clarity on the methodology for collecting data related to upper castes and other communities. According to it, a transparent and scientifically designed caste census is essential for evidence-based policymaking and safeguarding reservation policies from legal challenges.

The organisation also urged the Centre to follow the Tamil Nadu model by placing Telangana’s 42% BC reservation legislation under Schedule IX to protect it from judicial scrutiny.

The Association leaders announced support for protests against Mr. Modi’s visit and demonstrations would continue until demands for caste census and constitutional safeguards were addressed.
