The Kerala government will set up a commission to study the historical and sociological reasons behind the backwardness of specific areas and communities in the State and seek and implement solutions for ending the developmental disparities in the State, Chief Minister V.D. Satheesan has said.

He was replying to a calling attention motion moved by T.V. Ibrahim in the Assembly on Tuesday (June 23, 2026) on the developmental disparities between districts and communities and the urgent need for conducting a comprehensive study on the inequities that exist between districts, as far as resources are concerned, especially in health, education and transport sectors.

The government’s development vision is one of economic growth with social justice, ensuring that government services and the fruits of development reach everyone equally, through balanced distribution of resources and infrastructure.

Mr. Satheesan said that the government will adopt a policy approach across all sectors, including education, health, and transport, that comprehensively takes into account population in districts, backwardness, geographical specificities, and lack of basic facilities.

Inequalities to be addressed

The government will take appropriate measures to address regional inequalities arising from the uneven distribution of resources. The Kasaragod, Wayanad, Idukki, and Kuttanad packages will be implemented effectively. Adequate resource allocations will be ensured for regions such as Malabar and for coastal and hill communities for development and welfare activities, infrastructure development, and health and education.

The Wayanad Tribal University and an Indigenous Knowledge Centre are envisioned as major initiatives aimed at the educational advancement, research, skill development, and socio-economic transformation of tribal communities. This will open new avenues for education and research in backward districts, including Wayanad.

Regional disparities

Mr. Satheesan added that the government will examine the feasibility of appointing a commission to study the requirement for the creation of new districts and taluks. He said that the government was committed to taking measures to reduce district-level developmental disparities, ensure resource distribution based on population and backwardness, and give special consideration to underserved areas, including Malabar.
