In order to make the state economically stronger and more productive and to develop integrated urban economic regions, a loan of 500 million U.S. dollars will be taken from the World Bank. With this assistance, urbanisation in the State will be promoted, along with the development of economic and basic infrastructure in cities. The Bihar Cabinet gave it a nod on Wednesday (May 7, 2026).

The Bihar Cabinet also gave its nod to impart quality training in the field of Artificial Intelligence (AI) to the members of both the State legislative assembly and council to establish Bihar as a leading state in AI.

The State Government’s officials and other staff will also be provided the AI training. A total of 20 decisions were taken at a Cabinet meeting chaired by Chief Minister Samrat Choudhary. 

“The State Government has decided to impart training in the field of Artificial Intelligence (AI) to the members of both the State legislative assembly and council. Both the members of the State legislature and state government officials and employees will be provided with quality training in the field of Artificial Intelligence in collaboration,” Additional Chief Secretary Arvind Kumar Choudhary of the Cabinet Secretariat Department told reporters here in a post-cabinet briefing held at IPRD’s conference room. 

The State Government has constituted the Bihar Artificial Intelligence Mission with a view to establishing the state as one of the leading states in AI, he said. 

AI-enabled systems can be developed, leading to effective outcomes in administrative systems, financial management, utilisation of human resources, infrastructure development, agriculture-related sectors, social welfare, art and culture, and tourism development, Mr. Choudhary said, adding that it will enable the state government’s systems and services to become more transparent, accountable, and data-driven.

In yet another important decision, the Cabinet gave its nod to the transport department’s proposal to purchase 400 electric AC buses under PM E-Bus Sewa Yojana, Mr. Choudhary said, adding that 150 buses will be bought for Patna, while 50 buses each will be bought for Muzaffarpur, Bhagalpur, Gaya, Darbhanga and Purnea.

The scheme will be implemented for the next 12 years from the financial year 2026-27, he said and added that the government has sanctioned a revised amount of ₹517.16 crore as a “cash gap subsidy” to compensate for the running of 400 e-buses for the next 12 years.

It also decided to transfer 1.85 acres of land (including passage) to the Airport Authority of India (AAI), Patna free of cost, Mr. Choudhary said and added that the land belonged to the industrial area, Patna (urban), abutting the airport campus. The said land could be used for the development of infrastructure relating to the airport and other purposes, he said.

The cabinet also extended the implementation of the Bihar Industrial Investment Promotion Package (BIIPP) 2025 upto June 30, 2026 following the investors showing their interest in it. The package was effective till March 31, 2026, ACS said, adding that the move would help maintain continuity in industrial investment in the state.

The Cabinet also approved the Bihar Building (Amendment) Bylaws, 2026 that would help reduce the loss of commercial land and ease off the growing pressure on cities caused by rapid urbanisation in the state.

The approval aims to promote commercial activities in the state and to simplify and expedite the building construction permission process, using modern technology, innovation, and a sensitive as well as accountable governance approach, with the objective of making life easier for every citizen.

The tenure of the Seventh State Finance Commission has also been extended until 30 September 2026, Mr. Choudhary said and added that the Government Medical College and Hospital being built at Sitamarhi has been named after “Maa Sita”

Mr. Choudhary said that the Cabinet gave its administrative approval for an estimated expenditure of ₹15,967.03 crore for the maintenance of State roads.
