Common billing and collection system for CURE area

Telangana government has decided to introduce ‘CURE1 – Common Unified Billing and Collection System’, a single digital platform aimed at integrating payment of multiple government dues and service charges across the Core Urban Region (CURE), comprising Greater Hyderabad Municipal Corporation (GHMC), Cyberabad Municipal Corporation (CMC) and Malkajgiri Municipal Corporation (MMC).

The initiative is part of the government’s ongoing digital governance reforms intended to provide seamless, transparent and citizen-centric services.

Under the proposed system, citizens will be able to pay all major government dues through a single platform known as the CURE1 app. The integrated platform will initially cover municipal collections such as property tax, trade licences, self-assessment charges, superstructure fees and vacant land tax collected by GHMC, CMC and MMC. Electricity bill payments of TGSPDCL, water and sewerage charges of HMWS&SB, and traffic challans issued through the Centralised Challan Management System will also be brought under the platform.

Centre for Good Governance has been tasked with development, deployment, operation and maintenance of the platform. It will be responsible for creating unified web and mobile interfaces, establishing interoperability among participating departments, maintaining cybersecurity standards and providing real-time monitoring and analytics systems.

The director of MeeSeva has been designated as the nodal officer for implementation and oversight of the platform. MeeSeva will manage the centralised payment gateway, coordinate integration of departmental systems and oversee payment settlements and reconciliations.

The order mandates that all participating departments migrate to the unified payment ecosystem and progressively phase out standalone payment systems within 90 days.
