The Bihar cabinet on Wednesday (June 24, 2026) gave its nod to Bihar State Teacher Transfer, Rules 2026, paving the way for transfer of teachers, head teachers and principals of primary to higher secondary schools of the State.

The decision, taken at a Cabinet meeting chaired by Chief Minister Samrat Choudhary, will affect over 5.5 lakh school teachers of the State. 

The Rules will regulate the transfer of teachers, head teachers, and principals serving in government primary, middle, secondary, and higher secondary schools across the state, Cabinet Secretariat Department’s Additional Chief Secretary (ACS) Arvind Kumar Chaudhary told reporters in a post Cabinet meeting. 

Once the rules are officially notified, teacher transfers will be carried out through a portal-based and rule-governed system, he said adding that on humanitarian grounds — such as health-related issues, disability, spouse posting, family circumstances, and other genuine personal difficulties — teachers, especially women, will be transferred from their home panchayat to a nearby panchayat within the same block. 

Similarly, male teachers may be transferred to a nearby block within the same district, excluding their home block, Mr. Chaudhary added. Teachers may also be posted to schools facing shortages of teaching staff, as required, which will help improve the teacher-student ratio, he added.

A total of 47 decisions were taken at today’s Cabinet meeting. 

In another decision, the Cabinet approved the name of Justice (rtd) Vinod Kumar Sinha of Patna high court will head the Judicial Inquiry Commission to probe Bharat Bhushan Tiwari encounter case that took place on June 17, 2026 at Bilauti village under Shahpur police station under Bhojpur district. 

Bihar Cabinet also gave its nod to higher education department’s proposal for setting up of five private universities in the state, Mr. Chaudhary said.

The private universities that will come up in different districts are- Shanza University in Madhubani, V.V. Giri University at Daraundha in Siwan, S.A. Universtiy at Ashok Nagar in Nawada, Himalaya University at Paliganj in Patna and Seetyog University at Jasoiya Mor in Aurangabad districts, he said. 

The setting up of the five new private universities will give the students the opportunity to pursue higher education that will improve the Gross Enrolment Ratio (GER) in the State, he said. 

The Cabinet also approved the signing of a Memorandum of Understanding (MoU) with the Housing and Urban Development Corporation (HUDCO) Limited to secure a long-term loan of ₹1,00,000 crore for the development of greenfield satellite townships in the state, Mr. Chaudhary said adding that this financial arrangement will facilitate the planned and systematic development of these townships.

In order to promote planned urban development in the State, the Cabinet also approved the selection of the area and development process for a greenfield satellite township at Dehri in Rohtas district which will be developed as the 12th greenfield satellite township in the state, the ACS said. 

It also gave its nod for signing of an MoU between Archaeological Survey of India (ASI), New Delhi and Directorate of Archaeology, Patna for the restoration, upgradation and maintenance of archaeological sites/monuments of national importance declared under the Ancient Monuments and Archaeological Sites and Remains Act, 1958, Mr. Chaudhary said adding that the initiative will facilitate the conservation and development of tourist amenities at archaeological sites and monuments of national importance. 

Bihar has become the third State to sign such MoU with ASI, he added.

It also approved the constitution of Bihar State Rural Employment Guarantee Council which will advise the state government on the implementation of VB G RAM G scheme. It also gave administrative sanction of ₹47.76 crore for carrying out independent third party bridge safety audit, he said.
