Delay in the formation of the Apex Committee for enforcing the Participatory Irrigation Management (PIM) has upset farmers, especially those at the tail-end locations, where water distribution is not equitable.

The panel, vital for an effecitve PIM, could not be constituted for the past three years as the Water Resources Department (WRD) was yet to complete the third-term elections for 150 Water User Associations (WUA), 148 distributary committees and seven Project Committees, under Water Resources Consolidation Project (WRCP) in Madurai and Chennai regions.
