The South Coast Railway (SCoR) is set to redefine the administrative and architectural landscape of Indian Railways with the development of its state-of-the-art headquarters complex in Visakhapatnam.

Conceived as a contemporary and technology-enabled hub, the project aims to serve as a symbol of the transformation currently underway across the national rail network.

Speaking exclusively to The Hindu, SCoR general manager Sandeep Mathur emphasised that the new headquarters is being built with a vision to integrate future-ready infrastructure with efficient, citizen-centric governance.

Departing from conventional railway office architecture, the new headquarters features a vertically articulated, ten-storey tower rising above a two-level basement. The design incorporates a central framed volume flanked by stepped side blocks, a layout intended to enhance natural light penetration and maximise workplace efficiency.

Sustainability remains a cornerstone of the project, with the structure being developed in alignment with green building principles to secure certification from the Indian Green Building Council (IGBC). The headquarters features climate-responsive architecture, such as deep vertical fins, recessed glazing, and integrated shading systems to minimise heat gain and improve thermal comfort. Energy efficiency is supported by rooftop solar power generation and energy-efficient air-conditioning and electrical systems, while resource management is handled through dedicated systems for rainwater harvesting, wastewater treatment, and water-saving plumbing fixtures.

Beyond the administrative tower, the campus is designed to be a user-friendly environment, featuring extensive landscaping, shaded outdoor spaces, and integrated water elements that enhance the local microclimate. The facility also prioritises secure, efficient access with meticulously planned pedestrian and vehicular circulation.

Construction is currently moving at a steady pace, with the two basement levels and the ground floor structure already complete, and work now progressing on the first floor. Furthermore, the approach road is finalised, and approximately 60% of the boundary wall construction is finished. The project has been approved at a total cost of ₹121.58 crore, with ₹42.14 crore already utilised. By seamlessly blending architectural excellence with environmental responsibility, the SCoR headquarters represents the growing ambition and progressive vision of the newest railway zone in India.
