The 100 per cent mandate for electric two-wheelers in Delhi’s draft EV policy should have been a phased rollout rather than an overnight requirement, said Oben Electric Founder and CEO Madhumita Agrawal. While she supports the policy’s intent, she argued that making such a registration shift mandatory for only one segment is a missed opportunity for a broader, more measured approach.
In an interview with businessline, Agrawal suggested the internal combustion engine (ICE) two-wheeler manufacturers might contest the aggressive timeline.”
“It is a fantastic policy from a business perspective, but it is going to hurt the ICE industry which is big. This (Delhi) is a motorcycle market and we are a motorcycle country, even as a manufacturer. So, in a logical way I feel eventually it should happen, you should have a balance and gradually shift will happen...there could be a tussle,” she said on the sidelines of a new product launch here.
She added that the policy is still in draft stage and certain changes may happen before the final print. According to the Delhi draft EV policy, from April 1, 2028, only electric two-wheelers would be permitted for new registration in the NCT of Delhi.
Talking about electric motorcycles market, Agrawal said it should grow by 3-5 per cent by 2032 because the next era is of motorcycles as technology has evolved with better stability.
“Prior to 2020, when the electric scooter players started [out], the technology was also new; what was available was only available in China. No benchmark was there to build the electric motorcycle. So, that stage has evolved now and it’s all about electric motorcycles,” she noted, adding that this is why the industry doesn’t need much of incentives anymore.
Oben’s focus: e-bikes
Agrawal said therefore, Oben will focus only on electric motorcycles and add more products to its portfolio, for which there will be an expansion of its dealerships to 350 by end of this financial year, from currently 150 across 18 States.
The company has already invested around ₹300 crore in the last six years and will raise more money as and when required, she added. Oben has a manufacturing facility in Bengaluru with an annual capacity of one lakh units, expandable up to three-lakh units per year.

Rorr EVO
The company launched Rorr EVO motorcycle at an introductory price of ₹99,999 (ex-showroom) for the first 10,000 customers, after which it will be priced at ₹1,24,999 (ex-showroom). Powered by a 9 kW motor coupled with single-stage chain drive, and lithium iron phosphate (LFP) battery, it has a range of 180 km (on test conditions) on single charge with fast charging from 0-80 per cent in 90 minutes.
