By replacing a mass leader of Siddaramaiah’s stature with an organisational loyalist like DK Shivakumar, the Congress may have fortified its machinery ahead of the May 2028 Assembly polls, but it has stumbled heavily on political messaging. The transition appears designed to jettison the burden of anti-incumbency while infusing the party rank and file with renewed momentum. It leverages Shivakumar’s ultimate differentiator as a lifelong party loyalist who began in the trenches of the NSUI.

Shivakumar’s hyper-focus on Bengaluru, the economic powerhouse driving Karnataka’s global tech stature, signals a strategic reorientation for the Congress. It marks the party’s expansion from a base of pro-poor welfarism, defined by its five guarantees, into a distinctly urban-centric political agenda. Yet, this shift is accompanied by growing unease. Public protests surrounding several of Shivakumar’s flagship urban infrastructure projects have cast a shadow over his tenure as Bengaluru Development Minister. It remains an open question whether citizens view these mega-projects as quality-of-life upgrades or lucrative conduits for rent-seeking.

In contrast, Siddaramaiah’s “11G Model” in his 2026 Budget speech, was centred on agriculture and rural development, and aimed at reducing regional disparities. According to the Economic Survey of Karnataka 2025-26, Bengaluru Urban records the highest per capita income in the State at ₹8.55 lakh, Kalaburagi in north Karnataka remains at the opposite end of the spectrum, with a per capita income of merely ₹1.44 lakh, significantly below even the national average. Holding the finance portfolio as well, Siddaramaiah was inclined to favour agriculture, industrial expansion and welfare. A study by the Institute for Social and Economic Change for the 16th Finance Commission observes that Karnataka fared well in per capita own-tax revenue and overall tax collection. Siddaramaiah is known for his espousal of the AHINDA social coalition, an alliance of minorities, backward classes and Dalits. It is seen as an attempt to consolidate numerically large but politically fragmented, non-dominant caste groups. Belonging to the Kuruba shepherd community within the OBC category, Siddaramaiah represents a break from the dominance of Lingayats and Vokkaligas in Karnataka politics. Shivakumar, a Vokkaliga leader, will now have to recalibrate these social equations carefully.

The Congress high command has taken care to prevent the succession from descending into a political melodrama. Although Siddaramaiah is too seasoned to display dissent publicly, the Congress can draw little comfort from the signals he has sent out since his resignation. He has already rejected the offer of a Rajya Sabha berth, choosing instead to remain in active mass politics. He retains the capacity to complicate the Congress’s calculations. Without his cooperation, this political experiment could yet prove to be an expensive gamble.
