Rising fuel cost concerns among fleet operators are accelerating the shift towards higher-speed L5 vehicles. Mahindra, Bajaj and TVS continued to lead the segment, while smaller OEMs lost share, pointing to increasing consolidation in the market.
India’s electric three-wheeler (E3W) sales held steady in April, with registrations rising about 1% month-on-month to 61,260 units, as fuel cost concerns among fleet operators and logistics players accelerated the shift towards higher-speed L5 vehicles, according to Vahan data.
Growth was led by the L5 segment, which expanded nearly 4 per cent to 25,307 units, even as the L3 category declined about 1 per cent to 35,953 units, pointing to a gradual move towards higher-value, lithium-ion powered vehicles.
The gains were sharply concentrated among incumbents. Mahindra Last Mile Mobility and Bajaj Auto retained leadership, with TVS Motor strengthening its third spot. Together, the three accounted for nearly 88% of the L5 market, reflecting increasing consolidation.
In contrast, several smaller players saw sharp declines. Omega Seiki Mobility (OSM), for instance, reported a steep drop in volumes alongside other emerging OEMs, highlighting pressure on the long tail as scale and distribution become critical.
Even so, industry participants view the shift positively. “There may be dips for a few OEMs, including us, but what is encouraging is the move towards higher-speed vehicles—that is a positive for the industry,” said Uday Narang, Founder and CEO of Omega Seiki Mobility, adding that cost visibility is increasingly shaping fleet decisions.
“While commercial LPG prices have moved up, there is growing concern around the trajectory of petrol, diesel and CNG costs. For logistics and e-commerce players, that uncertainty is pushing a faster shift towards electric three-wheelers, particularly in cargo applications,” he said, noting rising demand for higher payload vehicles. “There is a clear shift towards vehicles with payload capacities of 1 to 1.5 tonnes.”
Recent trends in alternative fuels are reinforcing that shift. CNG prices—widely used in the three-wheeler segment—remain elevated across key cities, at about ₹77/kg in Delhi, ₹81/kg in Mumbai, ₹91.5/kg in Chennai and ₹90/kg in Bengaluru.
In a price-sensitive market dominated by individual owners and fleet operators, operating economics are becoming decisive. Electric three-wheelers offer significantly lower running costs—around ₹1.4 per km—making them a more predictable and cost-efficient option for high-utilisation use cases such as logistics and last-mile delivery.
Cargo, quick commerce drive next phase
Narang said the next phase of growth will be led by cargo and logistics even as passenger vehicles continue to dominate volumes.“Quick commerce and food delivery are driving demand for compact, high-utilisation electric three-wheelers operating in short delivery cycles,” he said, adding that e-commerce players are increasingly deploying such vehicles for last-mile delivery due to lower total cost of ownership.
From pilot to scale: fleets move ahead
Large platforms such as Amazon, Flipkart, Swiggy and Zomato have moved beyond initial electrification targets and are now scaling deployments.Blinkit has achieved high electrification levels in key hubs, while Amazon is shifting towards larger L5 cargo vehicles to improve payload efficiency. Flipkart has committed to deploying 25,000 EVs by 2030, though adoption among delivery partners remains constrained by upfront costs and range concerns. Swiggy is pushing charging-as-a-service models to support its goal of a fully electric fleet.

Fleet shift meets structural constraints
Industry experts say the next phase of electrification is being shaped less by intent and more by execution challenges.
“The data now shows that large e-commerce and quick-commerce platforms have moved beyond early adoption targets and are dealing with structural challenges as they scale towards full electrification,” said Amit Bhat, India Managing Director at ICCT.
“While electrification of last-mile fleets is well underway, constraints around charging infrastructure, vehicle financing and high utilisation requirements are becoming the key bottlenecks to scaling towards 100% electrification,” he added.
High-frequency delivery models require fast charging or battery swapping, while financing constraints continue to limit adoption among individual delivery partners—driving a shift towards fleet ownership and leasing models.
L3 to L5: a structural shift
Analysts point to a broader formalisation of the three-wheeler market, with L5 vehicles emerging as the fastest-growing segment.Unlike L3 vehicles used largely in low-cost, semi-urban applications, L5 vehicles offer higher payload capacity—up to 1–1.5 tonnes, and are becoming the preferred choice for B2B logistics and last-mile delivery.
The shift is also being driven by improving driver economics and total cost of ownership parity, with L5 vehicles increasingly replacing petrol and CNG fleets. Legacy OEMs such as Mahindra, Bajaj and TVS dominate the segment, leaving limited room for smaller entrants.
