Central public sector enterprises (CPSEs) will adopt at least one district, selected under ‘PM Dhan Dhaanya Krishi Yojana’ for corporate social responsibility (CSR) activities during the current fiscal and next fiscal, as stated by an office memorandum of Department of Public Enterprises (DPE).

This is part of a common theme for CSR activities by CPSEs for two fiscal years. DPE guidelines prescribe CSR expenditure for thematic programme should be around 60 per cent of annual CSR expenditure of CPSEs. According to annual Public Enterprises Survey, CSR expenditure of all 183 eligible CPSEs stood at ₹6,437 crore in FY25 against ₹4,915 crore in FY24, an increase of 31 per cent. Top five CPSEs contributing highest under CSR expenditure are Oil & Natural Gas Corporation Ltd., Indian Oil Corporation Ltd., NTPC Ltd., Powergrid Corporation of India Ltd. and Bharat Petroleum Corporation Ltd.

Three-part theme

The theme of CSR activities for FY27 and 28 has three parts. First part has been titled as ‘Nutrition’ which consists of construction of Anganwadi Bhawan, provision for functional toilets and drinking water, smart TV for early education and learning, besides others. The second part is related to ‘Development of Sporting Activities,’ which includes developing sports infrastructure and promotion of sports, among others.

The third part is ‘Innovative Livelihood Enhancement.’ This includes support in the form of equipment, infrastructure, digital learning tools, modern workshops and laboratories, smart classrooms and digital learning infrastructure. Also, it prescribes “adopting one or more of the 100 Prime Minister Dhan Dhaanya Krishi Yojana (PMDDKY) districts that align with their operational geography.”

PM DDKY was announced in the Union Budget for 2025. It aims to develop 100 aspirational agricultural districts in partnership with States, through the convergence of existing schemes and specialised measures. The programme will cover 100 districts with low productivity, moderate crop intensity and below-average credit parameters. The number of districts in each State will be based on the share of net cropped area and number of operational holdings. However, at least 1 district will be selected from each State.

The scheme aims to enhance agricultural productivity, adopt crop diversification and sustainable agriculture practices, augment post-harvest storage at the panchayat and block level, improve irrigation facilities, and facilitate availability of long term and short term credit.

CPSEs play a critical role in its contribution to CSR. The activities covered in CSR are eradicating hunger & poverty, healthcare and sanitation, rural development, education & skill development, contribution to funds set up by Central government, disaster management, environmental sustainability, empowerment of women & other economically backward sections, sports, arts & culture, armed forces welfare etc. For the past 5 years, a cumulative total of over ₹24,000 crore has been contributed by CPSEs in CSR.
