Why renewed politicking over Amravati can be detrimental to the economic interests of Andhra Pradesh?

On the positive side, Amaravati securing statutory status as the State capital is a welcome development for Andhra Pradesh, which lost its erstwhile capital, Hyderabad, after the bifurcation of the undivided State in 2014. The move brings long-awaited policy clarity and restores institutional legitimacy to the Greenfield capital project.

However, the more disquieting development is the renewed political contestation over Amaravati’s future. YSR Congress Party (YSRCP) president and former Chief Minister Y S Jagan Mohan Reddy has reignited the debate by proposing yet another capital region in the Machilipatnam–Vijayawada–Guntur belt, branding it as MAVIGUN, as an alternative to Amaravati.

This has understandably raised eyebrows. The reasons are not difficult to fathom. After the Telugu Desam Party (TDP) government pooled over 30,000 acres from farmers in the Amaravati capital region and initiated construction of the Greenfield capital city during 2014–19, the subsequent YSRCP government reversed the earlier decision and brought work to a halt midway. It then proposed Visakhapatnam as the executive capital, effectively putting the Amaravati project in limbo.

Economic consequences

The policy reversal had significant adverse economic consequences. Several proposed investments in hospitality, education and infrastructure were stalled, while private sector interest weakened amid prolonged uncertainty. For five years, little moved on the ground and the thousands of famers who gave their crop-yielding lands for the new capital were left in the lurch. 

The 2024 Assembly elections, in which the NDA alliance secured a massive mandate, appeared to have settled the issue, with the new government reviving the Greenfield Amaravati project. The investment scenario turned positive with the CII partnership summit held in November 2025 resulting in over ₹13 lakh crore investment commitments including those in Green energy, core industries and IT and ITeS. A good number of them including the ₹70,000 crore integrated steel plant in Anakapalli have been grounded. 

The Mega data centre with over $billion investment is expected to be grounded in Visakhapatnam. In Amaravati, construction contracts worth ₹50,000 crore have already been awarded and about 20,000 workers are now engaged in construction. 

Against this backdrop, reopening the capital debate risks reviving uncertainty about political will cutting across parties is dampening investor confidence and belief about policy continuity which are critical to the State’s growth prospects and employment creation. 

Major concern

“What happened during 2019-24 was a major concern for the investors with reverse tendering of the major B infrastructure projects and sudden halt of construction in Amravati. Any discussion on a possible plan B in the event of political regime change is not dangerous just to investments in and around Amaravati but the whole investment environment in the State,’’ said a senior executive of a company who recently grounded a mega industrial project in the State. 

While the present NDA Government certainly ensured legal continuity for the Amaravati as capital, the positive investment sentiment cannot be disturbed with political ambitions, say industry experts. It is time for all parties including YSR CP, to sustain and send positive signals about the safety and continuity of buisness investments across the State.
