“We must work to stop crimes before they are committed,” stated Union Home Minister Amit Shah during the 26th All India Fingerprint Conference in New Delhi on June 19.

Field officers can get the criminal history of the suspect in a few seconds. Home Ministry aims for AI data training and analysis based on existing fingerprint records: “Now, with records of 1.29 crore fingerprints, approximately 9.19 lakh narco offenders, 3.65 lakh human trafficking cases, and the prison database—all combined—we have become the owners of a vast repository of data. It is now essential to introduce our entire system to this potential and transform this dormant data into actionable power. This is the responsibility of every person associated with the criminal justice system over the next five years. Until this data is analyzed and modern techniques are used through AI, through software, by analyzing it, they do not bring it into actionable use; this is a burden for us. But we, the Home Ministry, have started working on this.”
He also stated that “a team should be formed in every state to analyze the crime pattern with the help of machine learning” by transforming records into “intelligence.”
“And, our software will have to be made precise and meticulously analysis-oriented through AI learning. Only then will we be able to utilize all these systems,” he added.
Home Ministry wants to restart the Modus Operandi Bureau for preventive policing: “I started the Modus Operandi Bureau in NCRB just four years ago. I have prepared a kind of blueprint for it, but there has not been much progress yet. After today’s conference, the Modus Operandi Bureau will take up the entire process of utilizing this data, and through this, we will not only use this data to ensure that criminals are punished, but we will also succeed in stopping them before they commit a crime.”
“I feel that the NCRB Director should form a team today itself—to decide the topics for the upcoming conference. And that focus should be on the Modus Operandi Bureau, with a central emphasis on the utilization of this entire data. Internally, the direction should also be toward crime control,” he added.
India’s fingerprint system is being used at only 10% of its potential: “There are many such cases which have greatly helped in simplifying the most complex cases through NAFIS. But I still believe that the use of NAFIS is only happening at 10%”.
Fingerprint data training by collecting ‘all’ data from crime scenes: “Use of NAFIS, it is not necessary to do it just to find the criminal… A NAFIS can only be successful when you enrich the data of the NAFIS with the fingerprint obtained from every crime scene. This is a two-way system. Its use is very useful in proving criminals. But it can only be useful when data is generated. So when we do training, along with searching, we will also have to create an important pillar in training to enrich the data by uploading the collected fingerprints into the data.”
Crime and Criminal Tracking Network and Systems is deployed 100%: “We have succeeded in reaching the reach of CCTNS in one hundred percent, meaning seventeen thousand eight hundred forty places. And thirty-seven lakh, thirty-seven crore eighty-six lakh FIR legacy data is available with us today.”
On the importance of fingerprints: “I personally believe that in the fight against crime, the biggest weapon is not strength. The biggest weapon is scientific evidence. If scientific evidence from the beginning itself is preserved, no greater weapon can be used to get the criminal punished than this.
