Carter Center Deploys Team of Experts to Assess Colombia’s Presidential Election

ATLANTA (May 12, 2026) — The Carter Center is deploying an international expert mission to Bogota today to assess key aspects of Colombia’s presidential election, scheduled for May 31, 2026.

The expert mission will focus on the electoral, legal, and administrative framework of the election in the context of the Center’s recommended reforms following Colombia’s 2022 presidential election. While the expert mission will visit a limited number of polling stations on May 31, it will not assess the conduct of voting or make a comprehensive assessment of the election process as a whole.

“We hope that our presence and reporting will help Colombians assess the credibility of the elections and contribute to the transparency of the electoral process,” said Mission Director Jennie Lincoln, The Carter Center’s senior advisor for Latin America and the Caribbean. “Our analysis will be based on international human rights obligations and standards for democratic elections.

The mission includes electoral experts from Spain, Germany, Denmark, Brazil, and the United States who will be supported by Carter Center staff. The Center was invited to observe the election by the electoral authorities in July 2025 and conducted a preelection assessment visit in November 2025. The team has been accredited by the election authorities and will remain in Colombia through the electoral process, including a second round on June 21, if required.

The Carter Center has a long-standing commitment to democracy in Colombia and recognizes the importance of this year’s election. Carter Center experts will meet with electoral stakeholders, including the National Civil Registry (Registraduria), the National Electoral Council (CNE), political parties, candidates, civil society organizations, media outlets, and national and international observers.

Following the electoral process, The Carter Center will publish findings and recommendations for reform and will present its report to government, political, and civil society representatives.

The Carter Center will conduct its mission in accordance with Colombian law, the Declaration of Principles for International Election Observation, and the Code of Conduct for International Election Observers, adopted at the United Nations in 2005.

The Carter Center has conducted 128 full and limited election observation missions in 40 countries and three Native American nations. In addition, 19 expert missions have been conducted in 17 countries.

El Centro Carter despliega un equipo de expertos para evaluar las elecciones presidenciales de Colombia

ATLANTA (12 de mayo 2026) — El Centro Carter desplegará una misión internacional de expertos electorales a Bogotá hoy para evaluar aspectos clave de las elecciones presidenciales en Colombia, previstas para el 31 de mayo de 2026.

La misión de expertos se centrará en el marco electoral, jurídico y administrativo de las elecciones, en el contexto de las reformas recomendadas por el Centro tras las elecciones presidenciales de 2022 en Colombia. Aunque la misión de expertos visitará un número limitado de mesas electorales el 31 de mayo, la misión no evaluará el desarrollo de la votación ni realizará una evaluación exhaustiva del proceso electoral en su totalidad.

“Esperamos que nuestra presencia y nuestro informe ayuden a los colombianos a evaluar la credibilidad de las elecciones y que contribuyan a la transparencia del proceso electoral,” afirmó Jennie Lincoln, jefa de misión y asesora principal del Centro Carter para América Latina y el Caribe. “Nuestro análisis se basará en las obligaciones internacionales en materia de derechos humanos y en los estándares para elecciones democráticas.”

La misión de expertos cuenta con expertos electorales de España, Alemania, Dinamarca, Brasil y Estados Unidos, que contarán con el apoyo del personal del Centro Carter. El Centro Carter fue invitado por las autoridades electorales en julio de 2025 para observar las elecciones y realizó una visita de evaluación preelectoral en noviembre de 2025. El equipo ha sido acreditado por las autoridades electorales y permanecerá en Colombia durante todo el proceso electoral, incluida una segunda vuelta el 21 de junio, en caso de que ésta sea necesaria.

El Centro Carter mantiene un compromiso de larga trayectoria con la democracia en Colombia y reconoce la importancia de las elecciones de este año. Los expertos del Centro Carter se reunirán con los principales interesados en el proceso electoral, entre ellas la Registraduría General de la Nación, el Consejo Nacional Electoral (CNE), los partidos políticos, los candidatos, las organizaciones de la sociedad civil, los medios de comunicación y los observadores nacionales e internacionales.

Tras el proceso electoral, el Centro Carter publicará sus hallazgos y recomendaciones, y presentará su informe a representantes del gobierno, de los partidos políticos y de la sociedad civil.

El Centro Carter llevará a cabo su misión conforme a la legislación colombiana, así como la Declaración de Principios para la Observación Electoral Internacional y, también, el Código de Conducta para Observadores Electorales Internacionales, adoptado en las Naciones Unidas en 2005.

El Centro Carter ha llevado a cabo 128 misiones de observación electoral completas y limitadas en más de 40 países y tres naciones indígenas de Estados Unidos. Asimismo, se han realizado 19 misiones de expertos en 17 países.
